Titled ‘Handbook for Due Diligence (CSDDD) Implementation in the Textile Sector’, the document has been presented by Policy Hub, the Social and Labor Convergence Program, Fair Wear Foundation, and amfori.

Drawing on the extensive experience of the garment and textile sector in implementing due diligence processes, the handbook aims to assist the European Commission (EC) in developing comprehensive guidelines for the textile sector and beyond, in line with the CSDDD, which took effect on 5 July 2024.

It provides a practical overview of existing standards, tools, and guidelines to support due diligence, with a focus on the garment and textile industries. The document identifies key areas where more detailed guidelines are needed, both for the sector and to inform the broader CSDDD guidelines.

The paper points out the necessity for coherence among various essential elements that contribute to meeting due diligence responsibilities and underscores the importance of cooperation between different parties involved.

The handbook incorporates feedback from discussions with various stakeholders along the textile supply chain to ensure that the application of CSDDD is practical and takes into account a range of viewpoints.

Furthermore, by bringing together existing resources, this document exhibits the sector’s dedication to a strong due diligence framework. It also charts significant insights gained from current application efforts and pinpoints areas where additional guidance or clarification might be necessary for effective adherence to CSDDD mandates.

Social & Labor Convergence Program CEO Janet Mensink said: “The Textile industry faces a number of unique challenges that need to be on the radar of the European Commission as they develop the CSDDD guidelines. This includes duplication of social and labour audits in factories, wasting time and resources that could be better spent on improving working conditions.

“The CSDDD Handbook stands as an excellent source of information to guide policymakers towards practical, effective and comprehensive guidelines.”

While CSDDD’s due diligence requirements span across a spectrum of activities, including those owned and managed as well as downstream operations such as storage and logistics, this manual specifically zeroes in on supply chain processes.

Focusing on supply chain operations, the document aims to:

– Highlight key insights from ongoing implementation efforts.

– Identifies areas requiring further development or clarification to ensure efficient and effective compliance with CSDDD requirements.

– Evaluates the realities of the textile sector and the critical factors for practical and effective due diligence implementation.

– Contributes to the development of the general CSDDD guidelines and related measures

Future dialogues may tackle further considerations and evaluations concerning activities beyond this focus area.

Policy Hub co-director Marina Prados Espinola said: “Due diligence relies on meaningful conversations that reflect the multiplicity of realities—a principle that underpins the development of this handbook. The dialogue must continue in order to further advance the representation and deepening of all the realities of the global textile value chain.”

Fair Wear executive director Alexander Kohnstamm commented: “We are aware that this is not a comprehensive overview of all efforts on human rights due diligence. We view this as an invitation to all concerned to engage in this process and jointly contribute to efficient and effective guidelines.”

amfori president Linda Kromjong said: “amfori believes that industry and multi-stakeholder initiatives play a critical role in supporting companies to effectively exercise ESG due diligence. Jointly, we can ensure that ESG due diligence efforts are practical, impactful, and aligned with stakeholders’ needs across industries.”

Last month, the Clean Clothes Campaign expressed significant concerns regarding the EC’s plans to streamline new corporate sustainability regulations, specifically targeting the Corporate Sustainability Reporting Directive (CSRD) and the CSDDD.
