EU faces stand-off in shoe dumping row

Earlier this month, 14 of the 25 EU member states threw out proposals to impose anti-dumping duties on leather shoes imported from China and Vietnam into the European Union. But with no early sign of a political breakthrough on the horizon, there is now talk of legal action if the present temporary duties have to be lapsed in October. By Alan Osborn in Brussels.
